The impact study the 2016 reform did not haveThe ordinance was not a bill. Two years later ratification rewrote nine articles. The page reads that act.

Two tracks

One shock, two articles. Hardship keeps the contract standing; force majeure excuses a non-performance. Each branch is an answer of the engine.
